The body of the paper is concerned with the coating used on a hull of a ship to prevent the accumulation of barnacles and other fouling. The most effective antifouling paint now being used contains toxins and will be forbidden by international regulations within eight years. The ideal replacement will be a nontoxic material that resists the attachment of marine life and encourages the organisms to fall off the ship. This paper describes laboratory and field work during the past 18 years on a variety of fluorinated coatings and silicone coatings with these properties and criteria for formulating successful nontoxic coatings. Silicone and fluorinated coatings frustrate fouling by different mechanisms, and thus the criteria for a successful coating are distinct in important ways. To accomplish this task, the coating itself must be water resistant but should also possess the additional performance properties expected of modern coatings. Branched vinyl esters provide the building blocks for preparing very hydrophobic binders by emulsion polymerization. Not only do these monomers have favorable reactivity with vinyl acetate but they also react affectivity with acrylates and can be formulated into a wide range of performance coatings. Hydrophobic polymers find use in a wide range of applications including architectural paints, building products and corrosion resistant coatings. In addition to the design of reliable measurements of water resistance, it would be beneficial to be able to predict the water sensitivity of materials based on composition. Calculations of oxygen contents and solubility parameters of polymers are proposed as useful approaches to estimating the hydrophilicity of coatings in order to define the hydrophilic limit imposed on coating by various water resistance tests. In these coatings, in the dispersed state, the reactive groups are packaged inside of polymer particles. These latex particles deform as the coating dries to form a transparent binder phase. The useful properties of mechanical strength, as well as scrub and solvent resistance, develop over time. This paper focuses on the idea that to achieve the desired properties in a thermoset latex coating, one has to pay proper attention to the relative rates of polymer diffusion and cross-linking in the coating. Strength in these films develops as a consequence of chains that connect crosslink points on opposite sides of interface formed between a jacent particles in the film. Thus polymer diffusion must precede extensive bond formation created by the crosslinking chemistry. This paper reviews fundamental concepts and then describes experiments in three separate systems, in which my students have studied both the rates of polymer diffusion and the rates of the crosslinking reaction. These experiments show that the formulator has a number of tools that can be used to vary the relative rates of these processes. Catalyst strength and concentration will affect the reaction rote. Polymer chain length will have a large influence on the polymer diffusion rate. Temperature changes will often have a larger effect on the polymer diffusion rate than on the rate of the crosslinking reaction, because the effective activation energy for diffusion (through changes in free volume) are normally larger than the activation energy for the chemical reaction. After some considerations of important aspects inherent to the environment and humans and to competitiveness and quality, a of new painting technologies is given, in particular solvent-free liquid paints, powder paints, water-based paints, and radiation-cured paints. As a complement to this, mention is made of specific aspects concerning galvanized steel and application technologies, such as cataphoresis and autophoresis.
