Propriété intellectuelle (droit international)Index. décimale : 675 Technologie du cuir et de la fourrure Résumé : Intellectual property rights have become one of the most important components to enhance China's international competitiveness and image and have increasingly become an academic hot spot. However, most of the studies are focusing on the areas including the improvements of law and the construction of protection systems. Based on a search of existing domestic and global literature, this paper used the Cobb-Douglas production function to establish a model for the development of leather industry in China, which has calculated the output coefficients of fixed capital input, labour input and intellectual property input in the leather industry, and the Solow Remainder Value Method has been further used to calculate the contribution rate of intellectual property input to the economic growth of the leather industry in China. The above calculated results show that investment in intellectual property contributes significantly to the growth of China's leather industry economy. This paper also contributes by proposing a new path for the transformation and upgrading of China's leather industry, which will be driven further under the background of intellectual property innovation. Due to long-term market competition, it was impossible to transfer the cost of waste water treatment to consumers. Discharging wastewater illegally became the usual behaviours of leather factories in past decades in China. The Environmental Supervision Department of China was faced with the dilemma of 'If we let it be, there will be a mess and 'if we take strict supervision the enterprises could not survive due to the high treatment cost'. We have to tolerate and accept the fact that environmental pollution is an inevitable consequence of extensive economic construction. In order to reduce and control pollution, the Supervision Department are strengthening supervision while accelerating the upgrading of leather production equipment, supporting enterprises to improve production process, guiding the mergers and reorganizations of the leather manufacturing industry, and seeking the dialectical unity of industry and public interests between pollution and development, survival and ecology. In recent years, the output of China's leather industry has jumped to the first place in the world, but some problems have appeared in the rapid development.' The most serious one is the ecological environment problem, which has already seriously hindered the healthy and rapid development of China's social economy.
In this paper, we focus on the evaluation of leather ecosystem. The evaluation indexes are set up for the sub-systems of leather's ecological natural system, leather's ecological economic system and leather's ecological social system. The BP neural network optimised by a Bayesian algorithm is introduced to evaluate the leather ecosystem. The grade of leather's ecological status in the last ten years is analysed to find the problems and put forward corresponding suggestions.
The study found that the leather ecosystem had a strong self-regulation ability. Since China is a developing country, the pursuit of economic benefits is more important and urgent than the pursuit of ecological benefits, and it is difficult to realise the ideal state of the leather ecosystem at present.Note de contenu : - A brief introduction to China's leather industry

Tannage Résumé : A proficiency testing scheme (CNAS PT0038-PT-201802) for the determination of hexavalent chromium in leather was organised in China. The test materials were prepared by adding a tanning agent containing hexavalent chromium to a blank sheepskin during the retanning process. The retanning was identical to the real production process to assure the representation of the test materials. Homogeneity and stability indicated that the test materials were suitable for the proficiency testing samples. The assigned values of test materials for proficiency assessment were derived directly front the reported results of laboratories, and the measurement performance for determining hexavalent chromium in leather were assessed using robust z-scores. This PT program is necessary and useful to help the laboratories to comply with quality assurance requirements and improve the detection level.
