The reference goniophotometer described here was designed and characterized to comply with the geometric and spectral conditions specified in the international documentary standards for specular gloss measurements at the standard geometries of 20, 60, and 85°. In addition, this instrument measures the bi-directional luminous reflectance and transmittance for incident angles from 0 to 85°. The goniophotometer and the measurement procedures used to determine the specular gloss of nonmetallic are described in this paper, as well as the characterization of the instrument and uncertainty analysis. The flake surface topography and the orientations of individual flakes were determined from images obtained by laser scanning confocal microscopy. Reflectance measurements were carried out to quantify the optical properties of the coatings. Both a Gaussian distribution (used to represent the measured flake orientation distribution) and a topographic map (including local surface roughness and orientation) of the flakes were then used as input to a ray scattering model to calculate the optical reflectance of each coating. Flake orientation distributions and examples of measured optical reflectance as a function of scattering angle are shown, and the latter are compared to calculated reflectance values. Therefore, gloss is a dimensionless quantity whose accurate determination requires standardized experimental conditions such as spectral distribution of the incident beam of light, incident and viewing angles, and a gloss standard. To help manufacturers monitor and assess specular gloss, the National Institute of Standards and Technology (NIST) Physics Laboratory provides a special test service to calibrate gloss reference standards. This facility is built around a newly rebuilt reference goniophotometer—an instrument that measures flux as a function of angles of illumination or observation—and a newly developed primary gloss standard—three wedges of highly polished, high-quality optical glass. The system has an overall (k = 2) uncertainty of 0.4%. The new service offers calibration measurements of industry working gloss standards at the specular geometries of 20°, 60°, and 85°, in compliance with the International Standards Organization (ISO) 2813 and the American Society for Testing and Materials (ASTM) D 523 documentary standards. This article describes a bilateral comparison of specular gloss scales between NIST and the National Research Council of Canada (NRCC) that has been performed. The results of this comparison show agreement within the combined uncertainties for the measurement of specular gloss of highly polished black glass.
