As a result, ingredients manufacturers are now releasing products that show efficacy in reducing the impact of IR rays. People are now also becoming aware of the importance of re-application and how the benefits of sun protection can be lost through water and wear. It is therefore very important that products are now produced than are better able to withstand the rigours of use as well as reminding consumer of the importance of reapplying the protection. More recently the damaging effects of UVA radiation have been highlighted and sunscreens are now formulated to induce protection against induced premature ageing. New skin research is showing the potential of near-UV or HEV light to induce premature ageing, the formation of wrinkles ans DNA damage. A novel Electron Spin Resonance (ERS) technique has been developed to investigate the effect of inorganic and organic sunscreens in preventing radical generation in skin substitutes under the action of UV and near-UV radiation. A spin trap (5-5,Dimethyl-1-Pyrroline-N-Oxyde, DMPO) has been used to from spin adduct, thus prolonging the lifetime of radicals formed in the skin substitutes. Water in oil sunscreen formulations containing titanium dioxide (TiO₂) with different levels of UVA/UVB attenuation have been used to protect the skin, and the number of radical adducts formed has been investigated. The broad spectrum, photostable TiO₂ used in the investigation has been shown to reduce the number of radical adducts formed by 70%, when compared to unprotected skin. Thus highlighting the necessity for broad spectrum protection un sunscreen products when looking to reduce the number of radicals generated from UV and near-UV radiation. The commission stated the restrictions: “further strengthened the protection of consumers, in particular babies and young children.” New limitations and restrictions have been placed on propylparaben, butylparaben and the mixture of methylchloroisothioazolinone (and) methylisothiazolinone (MCl/Ml) in cosmetics products. In explaining the importance of the review and decision, Neven Mimica, European Commissioner for Consumer Policy stated: "We have shown once again that the safety of consumers is paramount in every decision we take. Preservatives in cosmetics serve a valuable function ensuring that the products we use on a daily basis are free from pathogens. We need however to ensure that the preservatives guarantee the maximum degree of protection. With these measures consumers can be reassured that their cosmetics are safe". The Commission took the decision following risk assessments carried out by the independent Scientific Committee on Consumer Safety (SCCS).
