Substances dangereuses -- Evaluation du risqueIndex. décimale : 668.5 Parfums et cosmétiques Résumé : Cosmetic products placed on the European market have been covered by strict legislation since 1976 (the European Cosmetics Directive [76/768/(EEC)]). On 11 July 2013 the Directive was completely replaced by the new EU Cosmetics Regulation [(EC) No. 1223/2009], hereafter referred to as the Regulation.
The fundamental requirement to only place safe cosmetic products on the market remains, as does the system of in-market control. Full responsibility for ensuring product safety lies with the Responsible Person, and Member State Competent Authorities have to take necessary control measures to ensure compliant products are on the market.
New requirements for central notification, revised safety assessment reports, revised labelling, new obligations on the distribution chain and reporting of Serious Undesirable Effects (SUEs) are among the key provisions of the new Regulation.
The Cosmetic, Toiletry and Perfumery Association (CTPA) continues to keep its members fully informed on the practical application of the Regulation and any changes, ahead of when they occur. The CTPA works very closely with the European personal care association, Cosmetics Europe, to provide key industry guidance on the Regulation and its implementation.
While the deadline for compliance with the Regulation was July last year, CTPA is aware that problems have been encountered and certain issues still remain.

Often affiliated with breast cancer awareness campaigns (though a number of celebrities have been posting carefully lit `no makeup' images for some time) the trend has received considerable coverage in the media and sparked debate about the role of makeup in the lives of women. The explosion of no makeup selfies also fits well with the `barefaced beauty' trend that has been progressing since 2012. The barefaced beauty trend requires people to adopt a 'less is more' approach, which may necessitate regular facials, creamy nude hues and sparkle-free bronze tones.
While the prospect of no makeup images and barefaced beauty may not initially sound very promising for cosmetics manufacturers, the reality is that to achieve the impression of little or no makeup still requires the use of products — just certain types and applied in specific ways. It will also mean more attention is paid to the health of the skin, and therefore more people will be considering what cleansers, exfoliators and moisturisers they use. Although avoiding the obvious use of makeup, consumers will still be keen to achieve a flawless look to their skin.
The minimal look is also achieved through using sculpting techniques to emphasise facial features, so people will be reaching for their bronzer and blusher to do this. In hair care applications they can be used to aid styling and enhance shine; in skin care and sun care they can protect the skin, add water-resistance and ensure the even distribution and adherence of active ingredients. Film-formers are particularly important in colour cosmetics where they can increase the wear properties of formulations such as lipsticks, mascaras, eyeliners, eyeshadows and foundations. They can have a significant effect on the ease of application of a cosmetic product as well as the appearance of the product on the skin, and the length of the time that the product remains on the skin. A wide range of both oil-soluble and water-soluble film-formers are currently used, all with their own advantages and disadvantages. As per the MDA assay, although the observed reduction of the formation of MDA was quite remarkable, it has shown no statistical significance due to the damage which occurred to one of the control samples. It would be necessary to repeat the MDA assay, if possible with a higher sample numerosity, in order to correctly define the free radical scavenging properties of the extract.
On the other side, the extract has shown a clear prevention of the phenomenon of glycation, targeting a pleiotropic and complementary way the biochemical and cellular bases of skin ageing. Although several publications confirm the biological activity of C. asiatica compounds,1517 the underlying mechanisms involved in the skin physiological effects are yet not fully understood even if gene expression changes have been reported in human fibroblasts.

Formulation challenges include ensuring performance, stability and consumer-acceptable aesthetics while replacing some of the key ingredients traditionally used in baby formulations such as minerai oil, petrolatum and SLES with natural-based alternatives. Baby formulations require additional considerations about mildness and safety, perhaps more so than other sectors of the persona! care industry, with 'no tears' and 'hypoallergenic' claims in particular more or less expected. This again poses challenges to formulators in ensuring products not only provide required performance, but tick ail of the required claims substantiation boxes. As discussed in this article, options do exist to replace traditional ingredients and technologies however cost considerations can be a sticking point, and performance may need to be compromised to an extent. Educating consumers with open and detailed information about ingredients has been shown to be beneficial in this sector, and the more such credible public data we see, the better. Research & development departments strive continuously to keep up with these trends and market requirements in order to develop and offer products that respect market demands, but also those of legislation. Regulatory issues such as REACH will probably never be an immediate concern for mum as she scans the shelf for the best wipe on offer at her local supermarket, but they exist and they have an effect on what does actually arrive on the supermarket shelf and its price. The industry's efforts in these areas are most certainly making the products we purchase safer, but there is a need for increased consumer awareness. It is true that any parent is concerned with their baby's wellbeing right now, but we would do well to also think about the wellbeing of our babies later on in life when they have become adults.
At the end of the day, trends and fads will come and go, but any mum or dad's concern is the present and what they can buy off the shelf the next time they go to the supermarket. Price is an issue, but consumers will continue to become more educated as to what a product contains and hopefully look beyond just the price. Protéine klothoIndex. décimale : 668.5 Parfums et cosmétiques Résumé : The klotho gene was identified for the first time in 1997 in mice.i Its mutation causes a premature apparition of all the traditional signs of ageing and leads to premature death. On the other hand, when it is overexpressed, this gene leads to a 20% to 30% increase in mice lifespan. The skin of klotho-deficient mice is thin and atrophic. Histological examination shows reduced number of hair follicles and reduced thickness of the dermal and epidermal layers.
The klotho protein is available in two forms : the transmembrane form and the secreted forme which have distinct functions but can collectively affect ageing processes. Secreted klotho is involved in a large number of signalling pathways leading to the re-establishment of optimal cellular function, among them it has been suggested that klotho may inhibit the insulin/IGF-1 signalling pathway (Fig. 2) and thus participate in the suppression of oxidative stress via Forkhead box (FOXO). FOXOs up-regulate expression of multiple genes, including antioxidant enzymes such as catalase. These FOXO are negatively regulated by insulin/IGF-1 signalling. Indeed, activation of insulin/IGF-1 signalling increases activity of a serine-threonine kinase Akt, which in turn phosphorylates FOXOs. Phosphorylated FOXOs are excluded from the nucleus and are unable to function as transcription factors. By inhibiting the insulin/IGF-1 signalling pathway, klotho down-regulate AKT and promote the predominance of the unphosporylated FOXOs.
Codif International laboratories have demonstrated a direct link between klotho expression and fibroblast ageing (Fig. 3). The decrease in klotho expression starts very early during the ageing process : from roughly 30 years. Then its expression gradually decreases with fibroblast ageing. Increasing klotho synthesis in the fibroblasts thus represents a new strategy to combat skin ageing.
We demonstrate here the capacity of a liposoluble extract of Tears of Chios (Fig. 1): Lakesis, to up-regulate klotho synthesis in ageing fibroblasts for global anti-ageing applications.Note de contenu : - Activation of youth proteins and antioxidant enzymes
