The Federal Food, Drug and Cosmetic Act prohibits interstate distribution in the United States of articles, including animal feeds and ingredients that are adulterated (e.g., unsafe) and misbranded. Under this statute a food additive means any substance whose intended use (direct or indirect) may result in its becoming a component or affecting the characteristics of food. A substance considered generally recognized as safe (GRAS) is not a food additive. A food additive is considered unsafe unless its safety has been demonstrated and a regulation published by the FDA. Hydrolysed leather meal (21 CFT 573.540) is regulated as a food additive for use in swine feed due primarily to its chromium content. Clearence of new ingredients is discussed. |
