Règlements de sécuritéIndex. décimale : 668.5 Parfums et cosmétiques Résumé : In the wake of a discussion about a possible saving of packaging materials, systems for the filling of cosmetic products in the retail trade are partly available. Of course all conditions imposed by the EC Cosmetics Regulation as well as the supplementary national regulations in Germany and Austria apply also to the products sold in this form. For these filling stations it is, however, necessary to attach special attention to compliance with the Cosmetics GMP conditions. In these cases the filling, which is subject to high hygienic requirements in industrial production, is outsourced to the retail trade. This is why comprehensive, robust hygiene concepts are necessary in particular for these systems.
The authors have put together some essential aspects which need to be complied with when using such filling stations. In this connection it was taken into account that the organisation of the filling process in the retail trade can be designed quite differently in detail. It is necessary to consider both filling stations which are offered to customers for self-service as well as stations which are operated by retailer staff.Note de contenu : WHAT NEEDS TO BE TAKEN INTO ACCOUNT FROM THE POINT OF VIEW OF THE MANUFACTURER, WHO ACTS AS RESPONSIBLE PERSON : Determination of the procedure for the filling - Particularities of the safety assessment - Securing of training of the staff of the retailer - Information for the customer "on site"

Tests d'efficacitéIndex. décimale : 668.5 Parfums et cosmétiques Résumé : These explanations are to support cosmetics manufacturers at the implementation of the provisions of the European Cosmetics Regulation (EC) No. 1223/2009 and Regulation (EU) No. 655/2013 laying clown common criteria for the justification of claims used in relation to cosmetic products adopted on its basis. They supplement the guidelines to Regulation (EU) No. 655/2013 which must likewise be observed. Furthermore, it must be taken into account that there are other advertising provisions bath on the level of the EU and on the national level to protect consumers. More detailed explanations on the "Evaluation of the efficacy of cosmetic products" can be found in the Colipa Guidelines of the same narine dating back to the year 2001. All the considerations on this topic focus on the consumer and his justified expectations concerning the effect and the properties of the respective products.
For the competent authorities it matters above all, that the evidence of the advertising daims made on the products or in other advertising forms — as far as necessary in accordante with Article 11 para 2 d) EC Cosmetics Regulation — is documented in an understandable manner in the product information file. In order to ensure this, a good communication between the manufacturers of cosmetic products and their raw material producers is required in nnany cases. It may also be necessary to take into account, for instance, the selection of a qualified external test institute, if studies with a view to a planned advertising daim are to be carried out there.
The requirements described here apply of course also to cosmetic products imported from third countries. If the manufacturer in the third country is not able to provide the responsible persan within the EU with reliable data on the claimed efficacy, the latter must himself take tare of the production of corresponding evidence.Note de contenu : - Objective of these explanations

Cosmétiques -- NormalisationIndex. décimale : 668.5 Parfums et cosmétiques Résumé : Cosmetic products contribute towards the wellbeing of con-sumers, and everyday life can no longer be imagined without them. During the past years, consumers have increasingly turned to natural cosmetics or nature-orientated cosmetics. However, natural cosmetics, nature-orientated cosmetics and conventional cosmetics cannot always be clearly differentiated from one another. Depending on their intended use, many products include more or less natural ingredients. Not all cosmetic products can be made from natural substances alone, such as certain sunscreens and decorative cosmetics or also certain hair dyes. As a matter of principle, all cosmetic prod-ucts are subject to the comprehensive conditions imposed by the EU cosmetics legislation, and every product must undergo a detailed safety assessment. Pollution -- Lutte contreIndex. décimale : 668.5 Parfums et cosmétiques Résumé : Recently there has been increasing concern regarding the release and accumulation of synthetic plastic materials in the marine environment. An important component of the issue concerns the occurrence and relative abundance of micro-plastic particles. In this context cosmetic products are mentioned as one of the primary sources of microplastic, although there is increasing scientific evidence that now suggests that the relative fraction of the contribution from cosmetic products is quantitatively small. Nonetheless, the cosmetics industry faces this issue, and the manufacturers of the cosmetic products concerned are endeavouring to minimise the discharge of plastic particles into the environment.
