Substances dangereuses -- Evaluation du risqueIndex. décimale : 668.5 Parfums et cosmétiques Résumé : Cosmetic products placed on the European market have been covered by strict legislation since 1976 (the European Cosmetics Directive [76/768/(EEC)]). On 11 July 2013 the Directive was completely replaced by the new EU Cosmetics Regulation [(EC) No. 1223/2009], hereafter referred to as the Regulation.
The fundamental requirement to only place safe cosmetic products on the market remains, as does the system of in-market control. Full responsibility for ensuring product safety lies with the Responsible Person, and Member State Competent Authorities have to take necessary control measures to ensure compliant products are on the market.
New requirements for central notification, revised safety assessment reports, revised labelling, new obligations on the distribution chain and reporting of Serious Undesirable Effects (SUEs) are among the key provisions of the new Regulation.
The Cosmetic, Toiletry and Perfumery Association (CTPA) continues to keep its members fully informed on the practical application of the Regulation and any changes, ahead of when they occur. The CTPA works very closely with the European personal care association, Cosmetics Europe, to provide key industry guidance on the Regulation and its implementation.
While the deadline for compliance with the Regulation was July last year, CTPA is aware that problems have been encountered and certain issues still remain.
