This is motivated, both by concern for human health ( classifiction / labelling, occupational exposure limits, notifiation / testing and market restrictions / bans ), as well as the environment ( reduced emissions, VOC controls, waste minimisation ). There is, therefore, a move towards cleaner technologies which take a holistic view of the whole coatings process. Products are becoming ever more complex in order to provide comparable, or superior, in-use performance, coupled with enhanced environmental characteristics.
It is possible to identify aspects at all points in the coating life-cycle from raw materials suply, manufacture, use and disposal. This paper discusses some of these newer possibilities in terms of emerging polymerisation processes, and highlights possibilities for the design of environmentally-compliant coatings especially in the move to lower VOC content materials. In solvent-borne technology there is a move, both to higher solids, as well as towards the use of more benign solvents. In water-borne coatings we can see the need for greater control of macroscopic structure ( core-shell ) for improved film formation and balance of properties, as well as the trend towards co-solvent removal. This inevitably increases the constraints on the formulator due to the limited choice of suitable raw materials and the increased sensitivity of the systems in terms of compatibility, rheology and other application properties.
Melamine-formaldehyde (MF) resins in general are well established as crosslinking agents for hydroxylated film-forming polymers and exhibit a good balance between cost and performance. Also, MF resins can be formulated to be completely water-soluble, whilst retaining good compatibility with organic polymers. This ability to provide effective crosslinking agents which are completely free from organic solvents, stabilisers or emulsifiers can go some way towards easing the constraints on new water-borne formulations.

The market in Western Europe for thermosetting powders in 1989 was 118.00 tonnes, for 1994 177.00 tonnes and for 1999 the forecast is for 230.00 tonnes giving an average growth rate over the period 1989-1994 of 8.3%.
