Ensuring an appropriate microbiological quality of cosmetics repeatedly causes various problems in the daily business as documented in numerous publications since the sixties (Eigener, 1995). On the other hand, cosmetic products of reliable quality and safety which do not pose any risk to the user are a world-wide legal requirement. In this connection the consumers' safety has been emphasized by the 6th Amendment of the EC Cosmetics Directive of 1993 (93/35/EWG), which introduced a safety assessment for cosmetics. This includes aspects of microbiological product safety (Eigener, 1994a). To reliably obtain a microbiological quality as demanded by law but also for the benefit of the cosmetic supplier it is not sufficient to perform selected microbiological checks, which might by chance indicate compliance to given requirements. The aim must be to apply state of the art techniques; that means: reliable quality can only be achieved in a system approach. The desired quality must be obtained through a process a development and manufacture under control by means of appropriate requirements and checks. All microbiological activities in this connection are collected under the term of microbiological quality management (MQM). |
