The era of the Biocidal Products Regulation 528/2012 (BPR) got off to a mixed start. The final version had not even been drafted when it became evident that a large number important detailed rules still needed to be worked out for the implementation. Barely three years later, the progress report reads as follows : some uncertainties have been resolved, key pieces of legislation have been enacted, but new problems have emerged as well. |
