The reason being, targeting skin and hair damage caused by daily pollution was something many active ingredient producers focused on as far back as the late 1990s. At the time consumers did not really buy into the concept, or perhaps it was the case that brands did not convey the key messages particularly effectively.
In 2016 and 2017, 'anti-pollution' has certainly featured heavily as a trend in personal care consumer product launches, and it is a trend that is not going away any time soon. Consumer understanding and appreciation of the impact of daily pollution, and indeed différent sources of pollution (UV, Infrared light, PM2.5 and Oust, car fumes etc.), on skin and hair has increased dramatically. Ma instream and social media attention of course help to spread key messages. When it comes to men's facial moisturisers, rather than simply reducing the oil phase content and viscosity of conventional formulae, we can start the design work by considering some of the key differences between male and female skins (which is looked at in-depth on page 39), and building the facial moisturiser accordingly. Organisers IQPC2 described the aim of the Summit as being to "...discuss implementation of the Cosmetic Products Regulation, understand the financial & time impact on your business and develop a practical strategy for on-going compliance."' The summit was attended by individuals with a range of roles and backgrounds including R&D, regulatory affairs, brand owners and managers, sales and marketing, toxicologists and consultants. A public consultation was announced by the European Commission to discuss its proposed modifications of Annex V of the Cosmetic Regulation (EC) No 1223/2009 regarding the use of methylisothiazolinone in cosmetic products, with decisions expected in the final months of 2015.
An announcement was made regarding amendments to Annex III of the Cosmetic Regulation, resulting in the addition of several hair dye ingredients and one eyelash ingredient onto the list of restricted substances.
The Scientific Committee on Consumer Safety (SCCS) has published an opinion that butylphenyl methylpropional (BMHCA) is not safe for use as a fragrance ingredient in cosmetic leave-on or rinse-off products at concentration limits set-up by IFRA in 2013 and its revisions submitted in 2015.
In summer 2015 the European Commission requested an opinion from the SCCS on the use of nano titanium dioxide in sunscreens and sprays.
