Infrared analysis revealed that chlorine enters only in the main chain by the substitution reaction. The thermal stability was found increasing with the chlorine content. Chlorinated copolymer possessed superior film properties as compared those of the unchlorinated except in terms of flexibility and adhesion. The property of resistance to fire was also introduced in the copolymer on chlorination. One of its provisions is the reduction of emission of Volatile Organic Compounds (VOCs) and other substances into the atmosphere. This became effective during 1992. Manufacturers of various products who use more than 100 metric tonnes of organic solvents a year will be affected by this legislation. This VOC legislation will influence not only the adhesive, but the method of its application and its impact on the immediate and general environment. These requirements seek to identify and register emission of VOC with ultimate aim of reducing total emission over next 5-10 years. In Europe it is expected that the industry should reduce solvent emission by 25 per cent by April 1 st, 1996 based on 1993 levels and by 50 percent by April 1 st, 1999. Unfortunately most industrial users are still ignorant of these issues and the effects of this legislation on their business. Quite often when inks do not behave as intended they are modified on site and little attention has been paid in trying to understand the fundamental nature of the problems. Part of the reason for this was that the instrumentation was not available to aid this assessment. However modern rheometers enable the formulation ink technologist to simulate more closely the processes to which the inks may be subjected and thus assess, in the laboratory, how the ink should behave, rheologically, on-site.
