A spectre is haunting Europe. That spectre is the hand of the regulator. This hand is increasingly in control of both products and the workplace, legislating in the interest of workers, consumers, and the environment. The key areas which impinge on the coatings industry in particular are classification/labeling, occupation exposure limits, VOC thresholds, notification/testing, and market restrictions/bans. This regulatory framework, however, signifies both more and less than the letter of the law. The real world finds ways and means of transforming it. |
